I. INTRODUCTION AND PURPOSE
A. General
This Water Resource Management Plan has been developed to provide the City of
Shorewood with direction concerning the administration and implementation of all
water resource management activities within the City. This plan is intended to
meet the requirements for a local watershed management plan as required by the
Metropolitan Surface Water Management Act (Chapter 60 I Laws of 1990) and be
in conformance with Minnesota Board of Water and Soil Resources Rules Chapter
8410.
In addition to being in confonnance with the above state law, this plan has also
been developed to meet the needs, requirements, and direction outlined in the
following:
I. Minnehaha Creek Watershed District Water Resource Management Plan
dated 1998.
2. Riley-Purgatory Creek Watershed District Water Resource Management
Plan dated 1996.
3. State Laws and Rules concerning wetland management as outlined in the
Wetland Conservation Act of 199 I.
4. Applicable erosion control and soil loss guidelines that are available
through various County Soil and Water Conservation Districts (SWCD's),
the Natural Resource Conservation Service (NRCS), and the Minnesota
Pollution Control Agency (MPCA).
The watershed organizations which have jurisdiction within the City are shown in Figure #1.
B. Personnel Contacts
To implement this plan, a coordinated water resource management approach must
be utilized. This approach utilizes the services of staff personnel within the City
of Shorewood as well as personnel associated with the Minnehaha Creek
Watershed District and Riley-Purgatory Creek Watershed District.

The primary permitting responsibility will remain with the Watershed Districts.
Implementation of the Capital Improvement Program will be the responsibility of

The City of Shorewood has entered into water resource related agreements that
govern in part how the City must manage its water resources. These agreements
include joint powers agreements between the City and watershed management
organizations having jurisdiction within its boundaries, agreements between the
City and adjoining communities, or agreements it may have with other
governmental units or private parties. A description of the water resource related
agreements which the City has entered into is provided. A copy of these
agreements and any future agreements or appropriate portions thereof will be
included in Appendix A once they become available.

II. EXECUTIVE SUMMARY
This Water Resource Management Plan for the City of Shorewood has been developed to
meet local watershed management planning requirements of the Metropolitan Surface Water
Management Act. It has also been developed to be in conformance with the needs and
requirements of various water management organizations. This document is intended to
provide a comprehensive inventory of pertinent water resource related information that
affects the City of Shorewood.
Section III of this plan provides an inventory ofland and water resources within the City of
Shorewood. This section of the plan includes a general description and summary of data
related to precipitation, geology, topography, surface water resource data, flood problem
areas, existing flood insurance studies, water quality, shoreline ordinances, surface and
groundwater appropriations, soils, land use, public areas for water based recreation, fish and
wildlife habitat, and pollutant sources within the City of Shorewood.
This section provides the following information that is of particular importance to the City:
. The location of wetlands within the City that are identified by the Minnesota
Department of Natural Resources as Protected Waters and wetlands which were
identified by the U.S. Fish and Wildlife Service in the National Wetland Inventory
(Appendix B).
. The location of possible pollutant sources within the City. A map is also included
which shows the location of all sites as recognized by the Minnesota Pollution
Control Agency (Appendix Q).
Section IV outlines goals and policies that address the water resource management needs of
the City as well as the county, regional, state and federal agencies. Water resource
management goals and issues concerning water quantity, water quality, recreation, fish and
wildlife management, public ditch system, groundwater, and wetlands are addressed in this
section of the report.
Section V provides an assessment of existing problems, and identifies potential corrective
actions.
Section VI identifies the fmancial impact of implementing various corrective actions. Based
on the information provided in Sections V and VI, a prioritized listing of the corrective
actions that the City feels they can reasonably fund and implement in the next five to ten years
is provided in Section VII. This section contains a prioritized listing of the studies,
programs, and capital improvements that have been identified and is presented in atabular
format.

SECTION II
Resource Management Plan is amended. Once this Comprehensive Water Resource
Management Plan is approved, no significant changes to this plan can be facilitated without
the approval of the proposed revisions by the Watershed Management Organizations within
the City and Metropolitan Council which are affected by the change.
Minor changes to the plan shall be defined as changes that do not modify the goals, policies,
or commitments expressly defined in this plan by the City of Shore wood. Adjustments to
sub watersheds will be considered minor changes provided that the change will have no
significant impact on the rate or quality of storm water runoff which is discharged from the
City's boundaries. Minor changes to this plan can be made by the City Staffwithout outside
reVIew.
This Plan also contains a number of appendices that provide background resource information
for the City.

SECTION IV
IV. ESTABLISHMENT OF GOALS AND POLICIES
The City of Shorewood has developed a number of policies and goals that conform to the
overall purpose that is specified in Minnesota Statutes Section 1 03B .20 1. These goals and
policies have been developed to avoid conflict with any County, Regional or State goals and
policies. They have also been developed to preserve and use natural water storage and
retention systems in order to:
1) Limit public capital expenditures that are necessary to control excessive volumes and
rates of runoff.
2) Improve water quality.
3) Prevent flooding and erosion from surface flows.
4) Promote ground water recharge.
5) Protect and enhance fish and wildlife habitat and water recreational facilities.
6) Secure the other benefits associated with the proper management of surface water.
The goals and policies that the City has developed address issues related to water quantity,
water quality, recreation, fish and wildlife, enhancement of public participation, information
and education, public ditch system management, groundwater management, wetland
management and soil erosion management. Outlined below are the goals and policies that
have been developed for each of the above areas of concern.
A. Water Quantity
Goal:
Limit public capital expenditures that are necessary to control excessive volumes and
rates of runoff.
Policies:
1. Any development or redevelopment within the City of Shorewood will be
required to control runoff to the extent necessary to be consistent with this
plan. It is also the intention of this plan to define runoffrates so that there
would be no increase in these rates compared to the rates of the area in its
existing condition.

2. The design of all major storm water storage facilities shall attempt to
accommodate a critical duration event with a 1 % chance of occurrence in any
given year. These facilities include lakes, ponds, and their outlets. New
storm sewer systems shall be designed to accommodate a critical duration
event with a 10% chance of occurrence in any given year (a 10-year return
frequency storm).
3. Any new development or redevelopment within the City will maintain a
minimum of 2 feet of freeboard and, under some conditions, 3 feet of
freeboardbetween the 1 OO-year high water elevation and the lowest building
opening elevation. Normal water elevations will be defined at the overflow
elevation for selected depressions unless the City has agreed to pump such
depressions as necessary to maintain adequate freeboard to accommodate
a 100-year, 10-day runoff event without discharge. Minimum building
opening and basement floor elevations must also be established in
accordance with the City's policy (See Appendix S). Back-to-back 1 DO-year
runoff events will be used to analyze holding capacity and freeboard for
landlocked areas.
4. Wetlands will be protected within the City boundaries to assure that the value
of wetlands in relation to their surface water quantity benefits are not
significantly impacted by development. Goals and policies for wetlands can
be found in Section IV.G.
5. It is the intention of the City to utilize natural ponding areas, such as
wetlands, for the impoundment and treatment of surface water runoff when
these natural ponding areas are not identified by the Minnesota
Department of Natural Resources as public waters or wetlands, have
functions and values that are primarily associated with providing for the
impoundment and treatment of runoff directed to it, and the depression has
not been classified as a special purpose water body by the City.
6. The City will implement a local ditch management plan in order to control
run-off rates and volumes. Expenditures for such a plan, as well as necessit1'
will be determined by the City.
7. The City of Shorewood may allow an outlet to land locked basins, provided
that the discharge rate from these basins not exceed the IO-day, IOO-year
average daily run-off rate and that it can be demonstrated that this discharge
will not significantly impact the downstream flood profile.
8. The City will require compensatory storage equal to storage losses resulting
from floodplain fill as part of any new development This compensatory
storage must be provided in a suitable location so as not to increase the
1 OO-year floodplain elevation for the area.

6. The City will encourage homeowners with properties adjacent to water
resources to establish a vegetative buffer strip at the shoreline. This strip
should consist of legumes or other perennial grasses to limit erosion and
nutrient transport across the buffer strip.
7. The City bas adopted Individual Sewage Treatment System (ISTS) guidelines
in conformance with MS 7080. The City ofShorewood has transferred the
responsibility of enforcing Minnesota Agency Rules 7080 to Hennepin
County. All activities associated with the management of Individual
Sewage Treatment Systems will be the responsibility of Hennepin County.
This ordinance is included in Appendix J.
8. The City will conform to the "Interim Strategy to Reduce Nonpoint Source
Pollution to All Metropolitan Water Bodies" of the Metropolitan Council,
that address the proper management of storm water discharges. Generally
speaking, this nine-point plan requires the use ofMPCA Urban Management
practices as outlined in their publication "Protecting Water Quality in Urban
Areas," utilizing Nationwide UrbanRunoffProgram (NURP) standards in the
design of retention and treatment basins, and the adoption of shore land
ordinances in conformance with DNR directives. A copy of the "Interim
Strategy to Reduce Nonpoint Source Pollution to All Metropolitan Water
Bodies is included in Appendix K
9. The City has developed a storm water drainage system maintenance plan.
This plan was developed to assure that the retention/treatment basin c1eanout
and maintenance was addressed to the extent that is feasible and practical.
The goal of this plan is to assure that the City's retention and treatment basins
will have the capability to retain and treat storm water in future years. A
copy of this maintenance plan is included in Appendix L.
10. The City will protect wetlands to assure that their fish and wildlife,
environmental quality,.and socio-economic values are maintained.
11. The City may develop and implement a water quality monitoring program
capable of establishing that the storm water treatment basins constructed
within the City are not only designed to NURP standards but also meet the
anticipated design removal efficiencies based on actual monitoring of the
~ystem. This program will be carried out to the extent deemed necessary and
reasonable by the Shorewood City Council. The City will keep the
Minnehaha Creek Watershed District and Riley-Purgatory Creek Watershed
District informed of all water quality monitoring program updates.
12. The City will adopt the MPCA Best Management Practices as described in
''Protecting Water Quality in Urban Areas" as well as the Hennepin
Conservation District conservation manual to provide technical direction
concerning other design and installation of proper erosion control measures.

Policies:
1. Prepare and distribute information on pertinent water management issues to
city residents a minimum of one time per year. This information will be
incorporated into the City's monthly newsletter and will provide an
opportunity for residents to participate in watershed management activities.
A copy of the description of the program to be implemented by the City will
be included in Appendix M.
E. Public Ditch Systems
Goal:
Provide a mechanism through which public ditch systems will be managed.
Policies:
1. Work with the Minnehaha Creek Watershed District and Riley-Purgatory
Creek Watershed District to assure adequate inspection, maintenance and
repair of all ditches under their jurisdiction within the City.
2. The City of Shorewood prefers the development of municipal drainage
systems whenever possible to the development of private drainage systems.
Design of drainage systems shall attempt to accommodate existing drainage
systems including tile lines. Existing drainage systems will be protected and
drainage perpetuated.
F. Groundwater
Goal:
To coordinate activities and/or manage surface water runoff to the degree necessary
to provide groundwater protection and recharge.
Policies:
1. To promote and coordinate with.other agencies the continuation of existing
groundwater monitoring, inventorying or permitting programs.
2. To encourage the development of spill prevention, control, and counter
measure plans that are consistent with State and/or Federal regulations.
3. To provide assistance to State or other governmental agencies in resolving
groundwater quality problems.

4. The City will encourage preservation of wetlands, ponds and parks to
encourage infiltration of precipitation in areas where land use is not
anticipated to adversely affect surface water runoff.
S. The City of Shore wood will cooperate with Hennepin County Environmental
Health Department to insure that all unsealed or improperly abandoned wells
within the watershed. are properly sealed. Technical requirements for the
abandonment of these wells will be in conformance with the Minnesota
Department ofHea1th Water Well Code.
6. The City of Shorewood will sweep the streets at least once annually.
Furthermore, future purchases of street sweeping units will give consideration
to street sweepers which have the greatest ability to remove nutrients from
the streets within the community.
7. The City of Shorewood will develop a well head protection plan in
accordance with State requirements.
G. Wetlands
Goals:
The City of Shorewood will protect wetlands in conformance with the requirements
of the Wetland Conservation Act of1991 and the City's local wetland requirements.
Policies:
1. The City of Shorewood will defer the local governmental unit responsible
for wetland management to the Minnehaha Creek Watershed District and the
Riley-Purgatory Creek Watershed District. These agencies will manage
wetlands in conformance with Minnesota Rules Chapter 8420 as developed
by the Board of Water and Soil Resources.
2. The City will utilize wetland inventory information developed by the U.S.
Fish and Wildlife Service, the Minnesota Department of Natural Resources,
or other wetland inventory information that is available to assist in
preliminarily identifying the location of wetlands within the City. The City
also understands that these general wetland inventories may not identify
the location of all wetlands present within the City (See Policy No.3).
3. Prior to any site developm<mt activities, the City will require an inspection
of the site by a wetland professional to identify the location and extent of
any wetlands present The proponent of the site development shall have the
burden of providing to the City a report showing the on-site inspection and
delineation of all wetland areas by a trained wetland professional. If any
wetland encroachment is proposed, wetland values and impacts will be

evaluated on a case by case basis in conformance with the rules associated
with the Wetland Conservation Act of 1991. A copy of the 1991 Wetland
Conservation Act and other associated information regarding Wetland Rules
and Regulations is included in Appendix N.
4. Any review of a proposed wetland encroachment will initially address the
issue of avoidance. It will be the city's policy. that prior to allowing any
wetland encroachment, all reasonable attempts to avoid such alteration must
be demonstrated. This avoidance review must also consider the
reasonableness of the no build alternative.

6. The City of Shorewood has developed a plan to protect wetland sin the

Appendix O.
7. The City may develop a wetland management plan. This wetland
management plan will be included in Appendix P once it is available.
8. The City of Shorewood has developed a water body classification system,
which at the present time breaks all water bodies within the City into four
classifications. Each water body identified on the NWI map has been
classified according to its intended use. Based on a given water body's
classification, the City's responsibilities toward management of these water
bodies are defined. A description of the proposed water body classifications
and associated management practices for each classification are provided in
the paragraphs that follow.
Public Contact - Water bodies classified as "public contact' water bodies
should be suitable formost recreational activities and for the propagation and
maintenance of fish.
Aesthetic - These water bodies should be maintained in such a manner that
they are suitable for the purposes of aesth~cs and property value
enhancement. These water bodies may be used to provide secondary
treatment for storm water runoff including nutrient removal. These waters
may be used to provide for temporary storage for peak flows of storm water
runoff, but outflow rates and elevations will be controlled to avoid water
elevations which may permanently affect the character of the resource.

All protected waters and wetlands as identified by the Minnesota
Departments of Natural Resources are included in this classification.
Runoff Management - These water bodies will be managed for the purpose
of providing storm water storage and storm water treatment to reduce
downstream peak flow rates and/or improve water quality. Municipal
responsibilities toward management of these water bodies are limited to
maintenance activities to preserve the characteristics of these basins for the
aforementioned storage and treatment functions. Water bodies that have this
classification, along with another classification, will be maintained with
procedures that promote both uses..
Special Purpose - Water bodies given this classification would have features
unique to this particular water body or its surrounding area. Water bodies
having unique qualities or benefits relating to biological, physical or
geographic characteristics may be assigned this classification. Treatment
and/or other water body maintenance activities will be identified on a case-
by-case basis as is appropriate to maintain the characteristics necessary to
support this special purpose.
H. Erosion
Goals:
To prevent erosion and sedimentation to the maximum reasonable extent.
Policies:
1. Erosion and sedimentation control plans for new and redevelopment shall
conform to the general criteria set forth in the Minnesota Pollution Control
Agency Division of Water Quality Document "Protecting Water Quality in
Urban Areas", and BWSR's "Handbook on Erosion Control".
2. The City of Shorewood will sweep the streets at least once annually.
Furthermore, future purchases of street sweeping units will give consideration
to street sweepers which have the greatest ability to remove nutrients from
the streets within the community.
3. The City of Shorewood will develop and adopted an erosion and
sedimentation control ordinance to be consistent with State and local rules.
A copy of the City's erosion ordinance is included in Appendix Q once it is
available.
4. The City ofShorewood will support and adhere to all NPDES requirements
as dictated by the J.1fPCA.

V. PROBLEMS AND CORRECfIVE ACTIONS
Outlined below is an assessment of existing and potential water resource related problems
and a description of all non-structural, structural, and/or programmatic solutions to the
problems. Also included below is a description of the corrective actions the City of
Shorewood could take to address the problems identified.
A. Lake and stream water quality problems.
1. The City of Shorewood recognizes that there is insufficient water quality
monitoring data available to assess the status of water quality within the City.

VI. FINANCIAL CONSIDERATIONS
Implementation of the proposed regulatory controls, programs and improvements that are
identified in this plan will have a financial impact on the City of Shorewood. To establish
how significant this impact will be, a review of the means and ability of the City of
Shorewood to fund these controls, programs and improvements is necessary. Toward this
end, please find outlined below a listing of various sources of revenue which the City can
utilize to implement the water resource management efforts outlined in this plan. However,
the City of Shore wood has a very limited tax base for water resource related improvements.

water resource managementprograrn that reflects the needs and concerns of the City staff,
council, citizens, and the funding capabilities of the City. A prioritized listing of the studies,

of the water resource needs within the City is outlined on the following tables. The City
anticipates implementing at least to some extent the regulatory programs or improvements
identified within this plan by the year 2004.

VIII AMENDMENT PROCEDURES
It is the intention of the City of Shore wood to have this Water Resource Management Plan
reviewed and approved by the Minnehaha Creek Watershed District and Riley-Purgatory
Creek Watershed District. Once approved, no significant changes to this plan can be
facilitated without the approval of the proposed revisions by the Watershed Management
Organizations within the City that are affected by the change. Significant changes to the local
plan shall be approved by the following parties:
1) The Mayor, Shorewood City Council, and City Engineer.
2) Minnehaha Creek Watershed District.
3) Riley-Purgatory Creek Watershed District
4) Metropolitan Council
Following notification of the above parties, they shall have 60 days to comment on the
proposed revisions. Failure to respond within 60 days constitutes approval. Upon receipt
of approvals from the affected watershed management district within the City, any proposed
amendments will be considered approved.
Minor changes to the plan shall be defined as changes that do not modify the goals, policies,
or commitments expressly defined in this plan by the City of Shorewood. Adjustment to
subwatershed boundaries will be considered minor changes provided that the change will
have no significant impact on the rate or quality in which storm water runoff is discharged
from the City of Shorewood without outside review. It is the intention of the City of
Shorewood that this plan be updated by the year 2004 unless significant changes to the plan
are deemed necessary prior to that date.
