At the work session scheduled following the July 12 regular Council meeting, I will present revised job descriptions and a wage and salary chart for the City for Council to consider. I approached this project as if I were a consultant hired from outside the organization to review our current system, analyze data in terms of comparables and comparable worth statutes, and make recommendations accordingly. The philosophy under which I am making these recommendations is that Shorewood has very good employees. We want to pay on a fair market value basis and even have room in the system to reward excellent employees with higher pay over time. In doing so we not only recognize those employees, but we also recognize that it is non-productive and costly to replace good employees and train new ones. Job Descriptions: ; . ;..~ '.i Enclosed in the packet are job descriptions that are being recommended for Council approval. Employees themselves, department heads and the Administrator have reviewed them. Recommended changes are underlined. It is worth noting that the new Liquor Operations Manager should be given an opportunity to review these job descriptions and work with the Liquor Committee before bringing any additional changes before the Council within the next few months. Several positions have been expanded to include additional duties. For these positions. an additional job description for the "basic" position has also been presented. This will enable us to choose to establish a salary range for that basic position should it become necessary in the future to hire at that basic level. Requested Action: After review by Council. we would place these revised job descriptions on the July 26 Council agenda for approval. ~ ~. Wage and Salary Chart: The analysis made for each of the Shorewood positions is based on a number of factors. First, Comparable Worth. This State Statute was passed to ensure that females in comparable positions to males are paid an equal salary. The Comparable Worth analysis points, which were determined a number of years, ago are listed in the upper left hand of the position sheets. We may want to have another Comparable Worth analysis done for the City in the year 2000. Second, we took a survey of cities in the lake area that are closest in population to Shorewood: Mound, Orono and W ayzata. We described our positions and asked them to fill in the survey for the positions closest to ours. Results of these surveys are listed first on each sheet. The third analysis is based on market pay for the position throughout the metropolitan area as reported in the Metropolitan Area Stanton Survey which comes out on an annual basis. The 1999 survey is not due out until after July 15, but we requested and received . the information early enough to include in the analysis. In Stanton Group 7 are municipalities reporting under 10,000 in population. The Stanton Group 6 is cities with populations of 10,000 to 25,000. The second box shows the average pay for positions in each of these two groups. Shorewood is among the larger cities in Stanton Group 7. The Stanton Survey information is available for you. An example is attached to the Finance Director's position. Let me know if you would like this raw data for each position. Forth, the next box of information lists the Shorewood position and the minimum and maximum pay for that position within the four cities closest to us in population (2 higher and 2 lower). Finally, at the bottom of each position analysis sheet is the recommended range. Currently the City's pay range includes starting pay, an increase after 6 months, one year, two years and three years. That is very typical in municipal pay schemes. The . recommended pay range would have a starting pay and steps at 6 months, one year, two years, three years, four years and five years. There would be a 3% increment for each of those steps. There would be room for three additional 1.5% steps which we would call Stability Pay. This proposed ten step pay range will allow for good employees to continue up the pay scale with good evaluations each year to year 5 at which time they would be a the top range. There are three steps which occur after the top step which would be called Stability Pay. This range of three steps would allow for flexibility. It recognizes that there are practical reasons to pay a little more to keep a good employee, to offer a pat on the back, and to show that there is some room for increased salary after you are at the traditional "top of the range." 2 ..... . . Funding for the Recommendation: The recommendation would include making the changes immediately, in fact, making them effective July 4. The recommendations would require an additional $16,000 this year and $31,000 next year for salaries. We could make any adjustments made by the Council at the work session and bring it back to the Council for final adoption at the July 26 meeting. The additional funding to pay for the changes this year comes from two sources: 1) Contingency is intended for unanticipated expenditures and adjustments such as this. Both Al Rolek and I feel that, unless there are other unanticipated expenditures before the end of the year, there would be enough room in contingency to handle most of the additional costs. 2) There are several departments who will likely be able to absorb minor additional costs within their budgets. This should not cause a deficit for 1999. We are just beginning to work on the 2000 budget proposal at the staff level. We will need to bring a budget to the City Council that is at the levy limit. We intend to review all possible "other" revenue sources and make reasonable expenditure cuts. However, we do not intend to cut an already lean budget in areas such as training and equipment that could have a negative effect on the job that we do on a daily basis. The bottom line is Shorewood simply should be able to afford to pay market rates to hire and keep good employees. ''* CITY OF SHOREWOOD Position: City Administrator Objective and Scope: Plan and direct all city operations to ensure efficient municipal services and development in line with objectives and general guidelines established by the City Council. Includes overall responsibility for City financial, personnel and administrative functions, all investment activities to achieve maximum safe returns, all public works operations, sewer and water utilities, and coordination of planning, legal, building and engineering activities. Also responsible for advising the Council regarding the impact of policy decisions, and representing the interest of the City in Metropolitan, County and State activities as delegated by the Council. This position also functions as the City Clerk and is responsible for administrative duties related to maintenance of official records, processing of contracts, elections, and miscellaneous duties as cited under M.S. 412.151. Relationship: Reports to: City Council Supervises: All employees of the City Supervises - means coordination of overall work activities and not direct supervision over day-to-day work activities. The Department Heads are responsible for the day-to-day work activities of subordinate employees, but must report to the City Administrator. Specific Responsibilities: 1. Plans and directs the general administration of City services. A. Works closely with subordinate department heads to plan and coordinate their functions. B. Follows up to ensure effective services to the public and efficient conduct of all municipal affairs within overall City objectives. c. Works in cooperation with the Council's appointed attorney, Council appointments and consultants. 2. Provides effective support to the City Council. Monitors and updates zoning and subdivision codes to reflect changes in State laws and in response to development trends. . 3. Reviews building plans for compliance with City zoning a. Interprets zoning code to determine applicability to specific building and development proposals. b. Works with builders, architects, engineers, etc. to assist with pre-construction planning and to determine plan modifications necessary to comply with codes. 4. Heavy & Li~ht Equipment Operation Description of Task for Each Specialty Position (tasks are not limited to those listed): 1. Auto Service Worker: Performs designated preventative maintenance activities on assigned vehicles in the City equipment inventory: . a. Receives assignments from Equipment Coordinator or his designated representative; b. Performs all of the replacements, functions and service checks contained on the Preventative Maintenance (P.M.) Service and Inspection Report; c. Makes observations and notes any suspected future repair or maintenance requirements of the vehicles; and d. Having completed the P.M. functions on the vehicle, test the vehicle for proper performance. Records time and materials used: Adopted by the City Council on a. Immediately following completion of the P.M. functions and/or replacements, accurately records the amount of time spent in performing those functions on the P.M. Service and Inspection forms; and b. Simultaneously records the appropriate parts, repair items and lubricants used in this function. Performs clean-up of work area and tools: a. At close of day or as time allows, sweeps accumulated debris, etc., within the work area; b. Following completion of assigned tasks, cleans and replaces tools used. Performs more technical mechanical repair and replacement when assigned: a. Will perform more technical automotive repair, mechanical replacements . and/or welding in keeping with the individuals knowledge, abilities and technical skills; b. Upon completion of the assigned repair, replacement, or welding; accurately records time and materials used in the repair or replacement; and c. Tests the vehicle to insure its proper performance. Assists mechanics when requested or assigned. Has the responsibility of keeping all City vehicles and equipment in a well maintained and safe operating condition and performing all work assignments in a safe and efficient manner. This position requires: . Technical mechanical training or substitute experience which qualifies the individual to perform all functions on the City P.M. Service and Inspection form without supervision or instruction. Thorough knowledge of manufacturer's suggested maintenance frequencies, practices and materials for equipment in City inventory. Equipment: general cleaning, inspection (annually and daily), periodic servicing, repairs as needed, painting and sandblasting smaller equipment, and construction or modification. 2. Crescent Beach: collect and dispose of trash, install docks, remove docks, clean beach daily (lake weeds), store lifeguard boat. and repair beach equipment Volleyball court: install and remove net, repair net posts. and keep court sand clean Other tasks that may arise from time to time. 4. Street Maintenance: Understanding of blacktop patching procedures. safe methods of street repairs and work areas, and daily maintenance of street equipment.
