Alternatives for 5795 Country Club Road (April 23, 2007, Work Session Item)
At the end of the regular meeting on April 9, Councilmember Wellens suggested and Council
concurred to have a discussion on alternatives for the future of the City's property at 5795 Country
Club Road on April 23.
Based on prior direction of the Council, work has been done on the property to put it in "habitable"
condition. The interior of the house has been painted, appliances replaced, cleaned by ServiceMaster,
and carpeting replaced on the upstairs level. The lessees were given notice to remove personal items
from the property by Friday, April 20, and items not taken will be disposed of by the City on April 23
or shortly thereafter. The property should be ready for occupancy within a week or two.
The City purchased the property for approximately $305,000 in 2005 in order to have it available for
renovating or replacing City Hall. Subsequent soil tests have indicated that is more suitable for
construction than some of the land on which City Hall now sits. The Council has identified the City
Hall matter as a medium priority item, and tentatively June 11 has been identified as a date for a work
session to begin discussion.
Alternatives
1. Renting: The house will be in "rentable" condition. Staff has contacted real estate firms for
some very preliminary information.
* The property could be rented in the range of $1 ,500 per month, based on a 12-month lease,
with tenants responsible for utilities, maintenance, mowing, and snow removal.
* Rental of the property could be targeted to a particular market - corporate relocation.
Generally, corporations interested in this type of rental property are looking for something to
live in for 12 to 24 months, and the corporation would be a party to the lease.
* The City could employ the services of a company in rental management or corporate
relocation. Fees may include an upfront fee (e.g., first month's rent) and monthly
management fees (e.g., a flat fee, or a percentage [often 10%] of rent). Maintenance services
would be additional expenses based on a separate fee schedule. Generally, "good" renters
would be able to be placed in the house in 45-60 days. The City would need to solicit
proposals for these services.

2. Leave the Property Vacant: One option would be to let the house and garage sit vacant for
awhile. In doing so, however, the property may be an attractive nuisance and sustain
vandalism.
3. Sale of the Property: The Council may wish to sell the property at any time. It would be
prudent to decide first on what to do for City Hall.
4. Demolish the Building(s) on the Property: Regardless of when a decision is made about City
Hall, the building(s) on the property could be razed and the land added to the Badger Park!
City Hall campus.
