current appointment terminates at the end of this year.
As I understand it, the new mayor and council will have to approve this re-appointment. If there is

I am writing to request my re-appolntment to the Shorewood Planning
Commission for a three year term. I have enjoyed working with you, the
Planning Commission and City Staff for the past eighteen months and would like
to continue my community servIce as a Planning Commissioner.
A three year term certainly seems necessary, as there is a lot of information
to become familiar with and requires a Planning Commissioner to make a true
commitment to their city. I will continue my promise and can say that I have
missed only one meeting, a study session In fact, since my appointment. I
believe that I have progressed "up" the learning curve and am confident that I
can continue to serve our community as a participating and concerned resident
who is willing to research and discuss the many Issues that regard

Reason for involvement: I became concerned when I observed the way in which
Noble Road was developed by Tony Eiden. In my opinion the usage of the PUD
on Noble road has contributed to the deterioration of the natural beauty of
the area. I also became concerned about the forced hookup and one-time
charge for city water. Neither I or the majority of my neighbors wanted
this yet we were powerless to stop it. I have attended council meetings
and have talked with my neighbors and we all agree that the city government
was not effectively listening. My goal in becoming a planning commission
member is retain the perspective of a citizen and neighbor and make
decisions from that perspective.
Style of Government: I believe that government should only perform those
tasks for which it has a clear mandate from the people, e.g., enforcement
of existing laws, performance of public services. I believe that
initiatives for growth and change should originate from within the
community and then brought to the council for guidance on legalities and
arbitration, when there are opposing views, and for implementation if all
parties come to an agreement.

RE: LMCC Appointment
It has been my privldge to serve on the Lake Minnetonka Communications Commission for
the past two years. Since there are several new faces on the council, I thought a letter of
introduction would be in order.
I am employed by a local telecommunications manufacturer, ADC Telecommunications as a
global markets program manager. My current program is the development of a system that
allows telephone services to be placed onto CATV. Since the commision does not have
any regulartory responsibilities-in the area of telephony (this is a MN Public Utilities
Commission responsibility) my presence on the commision is not in any way a conflict of
interest. Neither ADC or myself derive any finacial benefits to my presence on the LMCC.
The LMCC and City of Shorewood, does on the other hand benefit from my participation
as I am able to relate impacts in other countries as they deregulate their communications
markets. For example in Australia, local municipalities have lost the right to regulate above
ground communication structures, even if they are on public right away. The service
providers have taken advantage of this by constructing unsightly equipment apparatus
enclosures, often without informing the city beforehand. The local goverments are trying
to regain this control, but it is a costly battle.
In 1997, the LMCC will be asked by Triax for early renewal of their franchise agreement to
allow construction of a new interactive system. I have served on the Needs Assessment
subcommittee which will provide the full commission guidance on community
communications needs into the next century. I am one of the only commissioners on the
LMCC with a technical understanding of communications, both from a CATV and
emerging telecommunications standpoint. The 1996 Communications ACT provides
sweeping changes to the current status quo of the local phone company and cable company.
The FCC is currently in the process of developing the rules for competition in the local
market. As have to stay on top of these rulings professionaly, I also can examine them
from a Planning Commission and LMCC perspective and relate them to City of Shorewood
needs.
I believe that the City of Shorewood and the LMCC would benefit from my continued
participation. I respectfully submit my name for your consideration for reappointment for
the 1997 term.
