Enclosed are copies of the proposal we discussed
last evening. You will note that I have increased
the cost of the second program from the $2,000 I
suggested last night to ~2,130. There are two
reaso ns for this incre8.se. In the first plac e,
I have added a land use display map. This would
be a multi-colored wall map showing present land
use and zoning. Secondly, I have taken some care
in calculating the cost of each element, and the
total simply adds up to a slightly higher sum than
my preliminary e&imate. I include a breakdown of
the cost of each program.
[We will be moving into new offices this coming
monday. Our address will be 2388 University Avenue,
St. Pau114.

The Shorewood Village Planning Commission met on Wainesday
evening at 7:30 P. M. May 27, 1959 at the site of a piece of
property owned by Mr. Roland Larson who had requested approval
of a sub-division platting of the property herein described
as the Tonka. Towers Addition, tract H.E.R.L.S, No. 592 & Lot 7
Auiitor's Sub-Division No. 133.
The Planning Comm.1ssionrecomrnends denia.l of the request for the
following reasons: the, road being dead-ended at each end; the

SHOREWOOD VILLAGE PL.ANNING COMMISSION
The regular monthly meeting of the Shorewood Village Planning
Commission Was held at the Minnewashta School on Wainesday evening,
June 24, 1959. Manbers present were Mrs. Petterson, Mr. Jessup,
Mr. Bean, Mr. Fr eyermuth, Mr . Borgen, Mr. Bli ss, and the newest
member of the COmmission, Mr. Robert A. Clyborne recently
appointed to fill the vacancy due to the death of member, llr. Ray
D. Handy.
The Commission first considered the request of Mr. Harry Oarlson,
who had subnitted a drawing of the proposai subdivision on Old
Highway Seven and Howard's Point Road--southside of the road.
Mr. Bliss made the motion that the Commission recommend denial of
the req,uest for reasons that the proposai platting did not meet
the minimum ~eqt1tt-An.8 for approvaJ..
Mr · Freyermth secondai the motion, and the vote of the COmmission
was unanimous in l~ecommending deni8~ of the request.
The second request to be considered was that of Mr. Dexter Hopf,
who had request approval of the Platting of Tract UD" on the Hill
& Dale ROad, COtUlty Road S2. Mr. Freyermuth made the motion that
approval be recommendEd provided that the Hill & Dale Road is now
a pUblic road and. that its width can be increasEd to 50 feet to the
point of Tract "0". Mr. Bean secondai the motion, and the vote
in favor was unanimous.

A meeting of the Shorewood Planning Commission was held
at the Minnewa.shta School on Wa:lnesday evening, August 19, 1959.
All members were present.
Mr. Harry W. Carlson re...submitted proposal for sub-division
known as "VIRGINIA EIGELANDS"tm't of the East Half of the S.E.
quarter of Section 31, Township 117, Range 23. The COmmBssion
unanimously-voted to recommend a;pproval to the Village Council
of "Plan D" rensed to proVide 22 lots, approximately 38,000
square feet.
Mr. Levi Hagman of Cross Lake, Minnesota, requested approval
of sub-division platting of a piece of property located at
Christmas Lake described a.s West line of Lot 132 of Auditor's
Sub-division No. 120. It was reccoDlended that Mr. Hagman re-
submit his proposal on the basis of 3 lots, 2 of which would be
40 ,000 square feet as shown on the tenta.ti ve plat, and the balance
of ,the tract would be 1 lot, on the condition that 17 feet off the
South side of the tract be dedicated for road purpose.
There followed a. general discussion with Ur. Sherman H:tsprouck,
on the proposed sub-division regulations for the Village.

Dear Mr. Jessup:
'!his is a reply to your letter of August 5 and a confirmation of the
teleIilone conversation with M/;'s. Ray Patterson relative to lot size
regulation in the Village of Shorewood.
Your stated objective in regulating lot size is to avoid the necessity
of installing a public water supply and a public sewage disposal system
in the village, at least in the foreseeable future. The real question is,
then, can contamination of the individual water supplies in the community
be avoided for some time to come by regulation of the population density
of the community.
Your attention, no doubt, has been drawn to the fact that this Department
has conducted surveys in several.communities in this area. vmioh are served
by individual water su~ and sewerage systems to disclose to vmat extent
the water supplies are affected. 'by the sewage. In each of these surveys
we have found a relatively high percentage of individual water supplies
contaminated with sewage chemicals and a much lower percentage con-
taminated with sewage bacteria. The nature and degree of contamination
points to a very serious condition from the standpoint of sanitation and
public health and has indicated. in each case the need for the rapid de-
velopment of a public water supply system and ultimately the development
of a plbl1c sewage disposal system. On the basis of the surveys we are
confident that the conditions found may be eJl;peCted in ~ developed area
where individual systems are in use.
In general, areas with low population densities have been less affected
than those with high. The degree and frequency of occurrence of contamination
have; varied inversely with well depths. The existence of impervious layers
separating the l~rs of soU into which sewage is discharged from the for-
mations in vmich wells are developed, in accordance With the best information
we have been able to obtain, has not provided the degree of protection that
we would have anticipated. In areas with soil structures Similar to those in
your community a considerable number of wells over 100 feet in depth have
been contaminated.

'!he unconsolidated surface mantle (drift) beneath Shorewood is about 200 to
350 feet thick. From the records available in this office it would app~ that
a considerable number of the individual water supplies in your community" and
perhaps the major! ty of them" are developed in the unconsolidated surface mantle.
Under the circumstances we would expect that some of the wells in the developed
areas of Shorewood may already be contaminated with sewage chemicals. We would
also expect that the number of wells contaminated and the severity of contamina-
tion will increase with time. . Although regulation of the population densitty to
one family in each 40,,000 square feet might be expected to delay the occurrence
of contamination in individual cases, depending to some extent on other factors
such as well depths, this protection can be thought of only in terms of delay"
and you may expect that in a matter of time the contamination from individual
sewage disposal sys tems will affect wells in such regulated areas.
The control factor which would perhaps afford protection against contamination
for some considerable time would be the development of wells in the Jordan
sandstone which lies beneath your community, and providing these wells with
water-tight protective casings of special construction from the surface of the
ground into the Jordan sands,tone at a depth of 300 to 400 feet. We would expect
tha t wa ter supply wells developed in this manner would not likely be affected by
sewage contamination for a matter of years. There is serious question", h01f'8Ver,
whether this type of well construction is economically practical in yeur community
in individual cases, and there is no assurance that continued use of individual
sewage disposal systems will not ultimately affect the water in the Jordan
sandstone.
In summary" we do not believe that a 40,OOO-square-foot minimum lot requirement
in your community would permanently prevent contamination of ground waters
obtained from individual wells of practical construction and developed at
practical depths. Inasmuch as we have not conducted a survey in Shorewood" we are
in no position to state exactly what conditions prevail. As rapidly as pOSSible
we intend to extend our surveys into as many communi ties of this state as possible.

da tee If you wish to dis cuss your problem in'more detail or to arrange for a
survey of the individual water supplies in your community, please let us know.
