RE: Local Board of Review for January 2, 1996 Assessment
The sales used for the January 2, 1996 Assessment (taxes payable in 1997) occurred between October 1, 1994
and September 30, 1995. Values for these properties that were established for the previous assessment (1-2-95)
were compared with the purchase prices to determine what changes were needed to more accurately reflect
market value.
Properties indicated on the enclosed map in the yellow area were physically inspected for the January 2, 1996
assessment. All properties in the city are recalculated every year.
~GGREGATE PROPERTY TYPE GROWTH (Total market value growth of each property type)
. Lakeshore 5.0%
Off Lake Residential 2.9%
Town houses 3.8%
Commercial/Industrial 7.0%
Individual property increases varied from 0% to over 20% in extreme cases.
The Local Board of Review can address only questions of "Estimated Market Value" and "Classification" (see
definitions below) for the January 2, 1996 Assessment (taxes payable in 1997). The Board can make reductions
in value not exceed one percent ofthe current total market value ofthe City. There is no limit to the change
allowed of individual properties.
Market Value: The most probable price in terms of money which a property should bring in a competitive and
aPpen market under all conditions requisite to a fair sale, the buyer and seller, each acting prudently,
Wlnowledgeably and assuming the price in not affected by undue stimulus.
Classification: The use of a property as defined by state law. The most common classifications apartment,
double bungalow, triplex, commercial, farm, residential homestead and residential non-homestead.
We have enclosed a book of the sales considered for the current assessment as a reference for you to use at the

I am out of the state and don't expect to return until the end of May, thus I'm
writing you with concern over my reevaluation to $188,000. I don't have my
records with me so am working from memory, but I think this represents a
substantial increase in the valuation (if memory serves me, it's an increase of
approximately $30,000).
Frankly, I don't believe I could readily sell the property for that amount as 3-
story condos are not generally fast movers. I'm unable to come and check
whether or not my percentage increase is out of line with my neighbors, but
would appreciate it if you would review this situation.

I called the assessor yesterday and told him I would
like to appeal the essessment. UnFortunately., my wiFe
and I are in Naples, Florida and will be unable to
ettend the April 3 meeting since we will not return
until the middle of May.
This is to request that an in-person eppeal be made
upon our return and that we not be penalized for
missing the April 3rd date.

1. My house has the same floor plan as 595S McKinley Place, which sold for $220.000
and has a vaJuation.of$208,OO for 1996.

c. 5955 is in a newer part of the development and is next to many more expensive
homes. This impact may be worth $3.000 - $5,000.
d. My basement was finished as a playroom only. at minimal cost of $6,200 for
the 800 - 900 square feet. The carpet cOst only $6.oo/yd. There is no wale(
downstairs at all, not even a wash tub. The only use for my lower level is for a
children's p/ayrooll1. It is not useable as a flunily room since it lacks windows.
It's no fun to be there since it feels like a shoebox.
e. The only positive difference my propeny has is a non-attached screen porch
which cost only $2,500.
.
f. For whatever reason, your assessors believe the 5955 property is not worth the
$220,000 selling price and assigned it a value of $208.000. I do not believe my
property is superior to 5955. I believe it is inferi01::.
2. My house sits directly .across from 6140 McKinley Circle, which sold for only
$188,000 this year.
That house is smaller and has no finished basement or deck, but it does have several
features mine tacks:
.
a. 6140 has a waJk out lot, a major difference in value, worth up to $8,000.
b. 6140 has a large flat back yard, mine slopes up and faces Vine Hill Road and
has power lines nJnning through it, very detrimental according to Realtors.
c. My driveway is very steep and cars bottom out every time they enter. 6140
has a nomlal grade.
d. 6140 carried a lot premium, mine was soldata discount due to the detriments.
Therefore, as a comparable sale. it shows my bome is not worth over $208,000.
3. 6185 McKinley Circle. two doors away, sold last spring for $258,000, but it is
assessed for 1996 at only $223,000 or only 86% of market value.
That house is not comparable to mine because of the following differences:
a. 6185 was a model borne. The interior finishing is vastly superior. Tbe home
has vaulted ceilings and an open foyer with a large chandelier. Expensive
wallpaper and floor coverings arc just a few of the major differences.

b. The downstairs was finished first class at a cost of approximately $20,000
including a large bathroom and it has many windows downstairs. Mine was
done at the lowest possible cost.
C. Their lot has mature trees and sold originally at a premium. My home has only
three small pine trees I planted four years ago.
d. For whatever reasons, the assessors believe this property is not worth what it
sold for, and I would like to know why they bclieve my property is worth only
$9,500 less than 6185.
4. The general area which my home sits is inferior to the other part of Near Mountain to
the west and north because our two cul-de-sac's are isolated from the larger part of
the development which connects to Sweetwater. Trapper.s Pass and parks. The
property values overall reftcct this difFerence.
S. Except for 6185 and 6160 McKinley Circle. which has a pool, none of the homes on
my block are valued at my level, although they are aU very similar. except that some
don't have a porch or playroom.
The remaining homes. all built by the same builder. have the same exteriors.
approximately the same square footage and are valued from S173.ooo - S201.OOO. My
home is not worth $27,000 more than the average of these other homes.
6. No one else that I'm aware of in Near Mountain has seen their value increased
$35,300 over cost in four years. At the same time. others which actually recenlly mk1
are valued under market value as much as 14%, (e.g. 6185 McKinley Circle).
Conclusion
I'm not asking for a lot, just a $5.500 decrease to $208,000, which is what I feel my home
would sell for in today's market.
