He was told that, in addition to the routine plans required for building permit review, he would need to have a wetland delineation prepared and a recommendation from a registered soils engineer regarding the suitability of soils for construction purposes due to the extensive wetland which occupies the majority of the property. He was also advised that site drainage would have to be addressed by a registered civil engineer, and that his proposed driveway would require approval from the Metropolitan Council Environmental Services (MCES) because of its existing sewer easement across the southern 30 feet of the property. The property is zoned R-1C, Single-Family Residential and contains approximately 9.06 acres. With the exception of a narrow strip along the south boundary of the property and approximately one half to three quarters of an acre in the southeast comer of the property, the site is occupied by wetland. No structures currently exist on the property, however, a MCES sewer line is located along the southerly boundary of the site. According to Mr. Meline's original survey, there are 10 significant trees (as defined by Shorewood's Tree A F?esidential Communit1J on Lake Minnetonka's Sourh Shore Memo Re: Meline Building Permit 12 September 1997 ~!t Preservation and Reforestation Policy) located within the area which may be affected by construction of a home on the property. Although Mr. Meline's initial survey, dated 8 August 1997, was determined to be incomplete, it did indicate that some filling within the WCA wetland would be necessary. Mr. Meline was then advised that approval from the Minnehaha Creek Watershed District would have to be obtained. Mr. Meline has met several times with the District staff and Board and is scheduled once again to meet with the Board tonight. In addition to routine building and zoning regulations, Mr. Meline's request is subject to several other layers of government regulation and review, including: 1) wetlands (City and WCA); 2) flood plain; and 3) tree preservation and reforestation. Prior to any building permit being issued, Mr. Meline must obtain approvals from the City of Shorewood, the Minnehaha Creek Watershed District, the Department of Natural Resources, and Metropolitan Council Environmental Services. The permit review process has been the subject of considerable neighborhood scrutiny. Councilmember O'Neill can attest that Mr. Greg Larson attended a staff meeting in January of this year at which plans were discussed with representatives of the DNR. Mr. Frank Svoboda, a nearby resident and wetland specialist, also attended an earlier staff meeting which included representatives from the MCWD. The latest version of Mr. Meline's plans are included herein as Attachment 1. APPLICATION REVIEW ISSUES A. Building Code. Since the various regulations and approvals involved with Mr. Meline's property will dictate the design of any proposed house on the site, building construction plans have yet to be prepared. Mr. Meline has addressed two of staff's initial' concerns: 1) he has submitted a soils report from a registered professional engineer (see PEC, Inc. report, dated 3 May 1996 - Attachment 2); and 2) he has obtained conditional approval from MCES (see Exhibit B) to construct a driveway over its sewer easement. Mr. Meline's soil engineer has verified that the soils on the site are of marginal strength, then goes on to make recommendations as to how to correct the soil conditions in the house pad. It should be noted that Mr. Meline has proposed a slab on grade design for the house. His engineer recommends that five feet of existing material under the building pad be replaced with clean compacted sand. He also suggests extra foundation reinforcement and perimeter drain tile. Most importantly, the soils engineer recommends that a geotechnical engineer observe the excavation and correction operations. Any building permit issued for this site will be conditioned upon soil correction adhering to the recommendations of the soil engineer. -2- Memo Re: Meline Building Permit 12 September 1997 B. Wetlands. The Department of Natural Resources has identified the wetland on the subject property as #27-905W. In a letter (Exhibit C), dated 5 July 1996, the DNR also indicated that the plans may be subject to their permit process due to the ordinary high water level of the basin. Mr. Meline had a wetland delineation report (see Attachment 3), dated 20 June 1996, prepared by Aquatic EcoSolutions, Inc. The report made it clear that the proposed driveway for the property would encroach into the WCA wetland, and that mitigation would be required. Consequently, the plans were referred to the Minnehaha Creek Watershed District for its approval of the proposed mitigation plan (see Exhibits D and E). During this time both the City staff and MCWD requested that Mr. Meline's plans be signed by his engineer and surveyor. In its review of the proposed mitigation, the MCWD determined that the DNR would have to review the request. The DNR's initial review concluded that the driveway encroached on the ordinary high water level for the wetland basin, and that no fill could be placed below the OHW. Mr. Meline then proposed to construct a wooden platform to bridge over a small area where the driveway encroached on the OHW (see Exhibits F-H). City staff met with representatives from DNR in January to discuss discrepancies which had been discovered in various versions of the plans and surveys submitted by the applicant. Mr. Greg Larson and Councilmember O'Neill attended this meeting, at which time Mr. Larson disputed the DNR's OHW determination, stating he felt it was higher than what the DNR had initially determined. As a result of that meeting staff prepared an official request to the DNR (see Exhibits I and J), asking for a formal OHW study. We were told that.the study could not be completed until spring of this year. The OHW study completed in May (see Exhibit K) concluded that the OHW was actually lower than the DNR's initial determination. Instead of elevation 931.5, the study determined that 930.0 is the OHW for the basin. This eliminated the need for the applicant's proposed bridge system. C. Drainage. Early in the review process the applicant was advised that a registered engineer would have to address drainage on the site. Two areas of concern were noted: 1) a large ravine drains across the upland portion of the site to the east of where the proposed house is located; and 2) the proposed driveway has the potential of trapping water to the south of the proposed driveway. The applicant's engineer proposes to widen and define the existing drainageway through the site to accommodate drainage from the ravine (see stormwater calculations - Exhibit Land proposed ditch detail shown on Attachment 1). While a couple of solutions appear possible to relieve water on the south side of the proposed driveway, this issue remains unresolved to date. -3- -4- Memo Re: Meline Building Permit 12 September 1997 D. Fire Access. The proposed driveway is over 550 feet long. Due to the distance from the street to the proposed house, the plan was referred to the Fire Marshal. His report (see Exhibit M), dated 7 November 1996 recommends that the proposed house be sprinklered, due to the distance from Eureka Road. E. Flood Plain. Chapter 1101 of the Shorewood City Code contains flood plain regulations consistent \vith the requirements of the Department of Natural Resources. In brief, this chapter requires that the lowest floor elevation of dwellings be at least one foot above the "regional flood" (i.e. the 100 year flood elevation). The regional flood is identified on the Flood Insurance Rate Map (FIRM), dated 2 July 1982, which was prepared by the Federal Emergency Management Agency (FEMA). Where flood elevations are not shown on the FIRM, the 100 year flood profile is to be determined by the best technical data available. In view of resident concerns, the City Engineer directed the OSM, the City's consulting engineers to conduct a study of the flood elevation for the subject wetland basin. While the results of that study will be forwarded under separate cover, it is apparent from discussions with OSM representatives that the applicant's proposed lowest floor elevation (935.5) will be at least one foot above a worst case condition. Similarly, the proposed driveway will not be more than two feet below the worst case condition. Any building permit for this site will contain a condition that a registered engineer or surveyor must certify that the proposed house and driveway plans comply with the flood plain regulations. Prior to a certificate of occupancy being issued, the surveyor or engineer must certify that the as-built driveway and structure comply with flood plain regulations. F. Plan Discrepancies. The review of Mr. Meline's request has been complicated by discrepancies between various versions of the plans. There has also been confusion about the location of the property lines, wetland delineation and proposed driveway location (the driveway must be at least five feet from the property line). Neighboring residents allege that survey stakes and wetland delineation markers have been moved from time to time. Due to concerns with the accuracy of the wetland delineation, staff officially requested that the Watershed District provide a Technical Evaluation Panel (TEP) to review the delineation (see Exhibit N). The TEP has reviewed the site and the delineation and has made some minor adjustments. We have also directed the applicant to have the property surveyed within a limited amount of time after the delineation markers have been set. In his letter to the applicant (Exhibit N), dated 20 August 1997, the City Engineer advises the applicant that no further plans will be accepted until they have been signed by the applicant's surveyor, engineer and wetland consultant. Attachment 1 is the latest version of the applicant's plan and contains those signatures. Memo Re: Meline Building Permit 12 September 1997 Even this latest plan leaves a question regarding the property boundaries. In the General Notes it states that "This is not a boundary survey." Review of a building permit will require that the applicant submit a certificate of survey identifying the boundary lines relative to the proposed improvements. It should be noted that the applicant's original survey indicated that the southerly two corners were identified by Judicial Landmarks (JLM). G. Svoboda Letter. As mentioned earlier in this report, Mr. Frank Svoboda met with City staff and Watershed District representatives to express concerns with the construction of a home on the subject site. His concerns are set forth in his letter (see Exhibit P), received in our office on 10 April 1997. While most of Mr. Svoboda's concerns are addressed in the preceding analysis, he raises some issues which can only be addressed by the City Attorney. The Attorney should advise the Council as to whether more can be done to advise future owners of the property of the soil and drainage conditions on the site (this report and supporting information will be on file in the City's property records). He should also inform of the Council as to its authority to require greater performance guarantees and minimum residency requirements. H. Tree Preservation Policy. The applicant's initial plans suggested that only one significant tree would have to be removed to accommodate the house. Based upon his most recent plan, it appears that wetland mitigation will necessitate the removal of additional trees. As part of the City's review of the building permit, a tree preservation plan, prepared by a landscape architect or forester, will be required. Tree replacement will be determined based on that plan. CURRENT PROJECT STATUS The Minnehaha Creek Watershed District reviewed the most recent plan at its meeting on 11 September 1997 and tabled the application until such time as the City of Shorewood has completed their floodplain analysis. Meline: r m writing to summarize the matters we discussed when we met at your parcel (Lot 52 Auditors Subdivision 133) on the south end of wetland 27-905W Gust north ofNelsine Drive) on June 26, 1996. The wetland (27-905W) on the north end of your property is under DNR permit jurisdiction. Since an ordinary high water (OHW) has not officially been detennined, I said that anestirnate of931.5' could be used for your site. (An OHW detennination for the entire basin would require more extensive survey information, so this estimate may not be appropriate for sites on other parts of Wetland 27-905W.) This means that no filling can occur below the elevation of931.5'. There is wetland on the property that is subject to the Wetland Conservation Act of 1991 regulations. Any filling in these wetlands is only permitted after you've had the plan approved by the :Minnehaha Creek Watershed District (which administers the WCA in Shorewood). It was my understanding that you were already in contact with the District on this matter. Please contact me at 772-7914 if you have any questions or concerns. The hand-drawn "Engineering Specs" that was apparently drawn by Wheeler Consolidated Bridge Company ofSt. Louis Park, Minnesota, shows an 8 foot long (and 2 foot wide) bridge spanning the area of the driveway that would be less than 931.5' (the estimated ordinary high water elevation). However, this drawing is not consistent with the 10-16-96 Schoell & Madson, Inc. plan (that was originally sent to the Nfinnehaha Creek Watershed District), which showed spot elevations along the proposed driveway location and at the delineated wetland boundary, and indicated closer to 200 feet of the driveway would have a portion below the OHW. , The application you sent had included a (very poor copy of a) blown-up portion of the Schoell & :Madson plan sheet that apparently had been updated to show that most of the driveway was above the 931.5' elevation, except for the spot where the bridge is proposed. Please forward a copy of this updated plan sheet so we can verify that the proposed bridge location is the only place the existing ground elevation of the proposed driveway is below the OHW of931.5'. Our purpose was to review the plans upon which recent DNR approvals were granted and to discuss flood plain issues related to your property. What we discovered in this meeting was that several different plans have been circulated, none of which are the same. For example, spot elevations on the DNR copy are different than our copy which was dated 16 days earlier. Also, the proposed driveway has been relocated too close to the south property line, despite earlier conversations with you and your engineer regarding minimum setback requirements. We also examined available flood plain information and the ordinary high water level for the drainage basin which exists on your property. This examination raises concerns about both elevations. As a result, we are requesting that the Department of Natural Resources prepare a formal O.H.W.L. study. A copy of our request letter to them is attached. Once the formal elevation is established, we will require that that elevation be staked on the property and shown on your survey. A plan showing the O.H.W.L. relative to the proposed driveway and property line will then be required. Any proposed bridging must be shown on the plan and the bridge design must be signed by a registered structural engineer. Given the discrepancies between various plans, we are requesting, by copy of this letter, that the Minnehaha Creek Watershed District verify the location of wetlands on the property. S , Basin 27-905 is presently separated into two portions by Pleasant Ave. which bisects it in the south half of the SW 1/4 of Sec. 28. The 1907 USGS quadrangle and the 1993 revised version of the 1958 quadrangle, both show a road at the same location: but the original 1958 quadrangle does not show a road. The south portion of the basin has an obvious narrows in it consisting of aquatic vegetation which connects the area immediately south of Pleasant Ave. with the larger area to the SW of the narrows. We found the present connecting elev. at the narro\VS to be 929.3. We also checked for a connecting culvert thru Pleasant Ave. with our metal detector, but found nothing. If there is a culvert. it is probably somewhat plugged at this time as our water levels indicate. On 4/16/97 the water levels throughout the basin varied somewhat as follows: North portion of basin 930.07 South portion of basin (north of narrows) 929.96 South portion of basin (south of narrows) 930.24 However, the best tree evidence on both portions of the basin is very consistent and indicates the same o .H. W. level. That level is based on the average reduced elevation of 34 of the 45 trees that we documented (oak, ash, elm, cottonwood & willow). No stainlines or washlines were observed. It should be noted however, that both portions are in close proximity to, and outlet to, Lake Minnetonka. Since the highest recorded water level of Lake Minnetonka was 930.51 on 9/14/51, it is possible that Basin 27-905 was at the same level on that date. There is an outlet at the N-NW side of the north portion of the basin that was apparently installed as per Permit #86-6161. The permitted runout elevation was 929.8. Since our datum is the same as the Watershed District, we made another tie on 4/15/97 to attempt to verify the datum difference. Our best available tie was to the south invert of a 24" C.M.P. thru Birch Bluff Road just west of where it turns north. Box 14 Wayzata,:MN 55391 RE: Building Pernrit for 5400 Eureka Road: Dear Mr. Meline: On April 30, 1997 a meeting was conducted to review the site plans for the subject property. During that meeting it was discussed that there has been numerous versions of the plans for this site which show conflicting information. In light of this, it was stated at that time by the City that any further plan reviews would require the following information on the plan-sheet: . Certification signatures of a Registered Professional Engineer, a Certified Wetlands Scientis~ and the Registered Land Surveyor who staked and prepared the drawing. . Survey of the wetland delineation had to occur within 24 hours of the delineation being staked in the field by the Certified Wetlands Specialist. . All three signatures of certification shall be executed on the drawing within a reasonable time frame (48 hours has been suggested). Since this meeting, the City is in receipt of yet another version of the same plan dated "revised 7-23-96." The signatures as discussed during that last meeting do not appear on the drawing. In addition, the iVfinnehaha Creek Watershed District has completed a Technical Review Panel site visit. Field measurements taken indicate that there may be more wetland impacts than what is being represented on the plan. Therefore, the City of Shorewood will not proceed with a review of the latest version of the plan until the original conditions for review have been met. . Nielsen Planning Director City of Shorewood 5755 Country Club Road Shorewood, i\'fN 55331 Dear Mr. Nielsen: Tllank you for allo\\'ing me to appear before watershed subcommittee on April 2, 1997 to present some facts about why I believe a building pennit should not be issued for a residence located immediately north of Nelsine Drive \\'ith access off of Eureka Road. As I understand the facts available to me, one single family residence is being proposed at the end of a long driveway that would commence at Eureka Road and e:\.1end eastward approximately 500 to 600 feet. The driveway would parallel the rear lot lines of existing residences on the north side of Nelsine Drive. The proposed home is to be constructed near the discharge point of a large ravine that lies in a north- south direction at the end ofNelsine Drive. My concerns are based on my e:\-perience as a \,ildlife biologist with over 30 years of field e:\-perience, 24 years of which has been involved with wetland related projects. I have held jobs with academic institutions, various agencies within the public sector and three private sector consulting companies prior to the formation of my own finn in 1991. During the course of my)O plus year career, I have been involved \\'ith the inventory or delineation ofc1ose to 10,000 wetlands in 12 states. I have worked with engineers and planners on several hundred projects involving wetland alteration, evaluation and restoration/creation design. Many of the wetland restoration/creation design practices in use today ilJ. the Twin Cities metropolitan area have been the result of my involvement and influence in the wetlands process and regulatory community for nearly a quarter of a century. Based on my involvement ,\'ith several hundred development projects and ha\'ing worked with several dozen djiferent engineers from both the public and private sector, I have developed an understanding of what is a "right" versus "wrong" location for a house pad The site described in this letter is, in my opinion, a wrong location. An examination of the contour map indicates that an outwash delta exists at the end of the ravine. The erosional process carries its load of silt as the ravine is eroded by rushing water. That silt load is deposited as a delta at the mouth of the ra.ine and is being deposited on top of the existing wetland peat soil. Over time, the silt has settled compressing the peat. I believe that any house pad built on this consolidated peat \\'ill be subject to eventual settling resulting in cracked walls and floors. A second concern is the location of the house near the ravine. During periods of exceptionally heavy rainfall, this rav"41e carries large volumes of water which could wash out any driveway culvert that may be put in place. Ha\'ing attended many planning commission and city council meetings over the years, I often hear the concerns of city residents holding the city responsible for the poor choice of loc~tion that some individual made years earlier. The house is sold and resold until, at some point in time, the effects of poor location become evident. The city is then held responsible by the current owner. It is also my understanding that the individual who has an option to build on the lot intends to build a speculative home and sell the house and lot to a second party rather tllan use it for a personal residence. If that is the case. I would recommend that the building permit to be issued specify that the home is built on alluyial outwash over peat and at the head of a ra.ine that is subject to heavy flows during periods of Exhibit P FRANKLIN J. EXPLORATION PROGRAM RESULr~ Exploration Scope - We put down hand auger borings to evaluate the subgrade soils on April 24 and May 1~ 1996. The soil borings were put down adjacent t.o boring locations 1 and 2 as shown on the plat copy. We referenced the soil boring locations to the centerline of the MWCC ~ewer pipeline and the top of the sewer manhole located near the southeast corner ~; the property. The boring locations for boring #1 and #2 were 53' north of the centerline of pipe. 102' to center of manhole and 48' north of centerline of pipe, 68'to center of manhole. respec~ivelY. The site is part of a transition zone between upland which increases in elevation south of the sewer line easement and a cattail marsh along the north side of the property. The surface slopes down gently from south to north. There was a stream of water running to the north along the east side of the property which was approximately 18" wide and the banks of the stream rose 18" above the water near the south side of the nroperty. Subsurface Conditions - The subsurface conditions encountered at each test location are shown on the attached boring logs. We wish to point out that subsurface conditions at other times and locations on the site may differ from those found at our test locations. If different c:ond it ions are encountered dur ing construct ion. it is necessary that we be contacted so our recommendations can be reviewed. A review of the boring logs indicates the presence of fine and coarse a I 1 u v i a I so i I s over g I a cia 1 t i 11 so i 1 s at de p t h . The top 7' 0 f soil consisted of layers and lenses of lean clay. sandy lean clay and sandy clay over weathered sandy lean clay till. The alluvial soils showed traces of organic material deposited with the mineral sediment and there was one thin lenie of peat encountered at 5' he low grade in boring #2. Waterbearing lenses of sand were encountered at 5' below grade at boring location #1 and 2' below grade at boring location #2. We estimated the consistency of the cohesive soils to range from soft to very soft to soft. W~.l.~[_I,.~veJ_ - The water rose in the borings to appr.')ximately 2' below grade at completion" of the boreholes. This water would be considered to be perched and not the true water tabl~. We estimated the water level in the swamp to be at approximate elevation 931' as indicated by the contour on the plat. Page Three Discussion - Our borings indicate soils of marginal strength which are easily disturbed and weakened by construction activity in the foundation region. However. the proposed construction foundation loadings are not high and in our judgement the soils below approximate elevation 930' will support the proposed foundation loadings. Accordingly. it is our opinion the site preparation should include removal of the upper 5' of the existing soils to expose the underlying competent gray sand~ clayey sand and sandy lean clay. The excavation should be done carefully in order to minimize disturbance of the bearing soil. Therefore~ it would be necessary to perform the excavation using a backhoe. The edges of the excavation and resulting fill should be oversized from the plan outside edges of the foundation. by twice the distance of the depth of fill required below the footing at that location (i.e.. 2:1 lateral oversize). Following proper excavation into the competent bearing soils. the excavation should be filled to grade with controlled. compacted [il I. Under the conditions portrayed by the logs. we anticipate the initial filling might be performed with some perched water in the excavation. so a clean free-draining sand containing less than 5% passing the #200 sieve should be used. A stockpile of sand should be available at the site at the time of the excavation to be placed as fi I I immediately after the approval of the excavation bottom. Enclosed is an insert outlining the risk and filling procedures associated with excavation under water. The select granular fill should be used to a level of at least 2' above any perched water entering the excavation.. This clean sand should be thoroughly compacted prior to the placement of additional less select mineral fi I I soi 1. The fi 1 I should be placed and compacted in thin lifts to a minimum of 95% of thr; ma"i."imum density determined by the Stan~ard Proctor method (ASTM:D698). F~undation Recommendations - Ord i na r i I)'. foundation des i gn assumpt ions for house founda t ions include a minimum factor of safety of three with respect to ~hearing or base failure of spread footing foundations. Also. we normally assume that total settlement should be limited to no more than 1" and differential settlement from opposite diagonal corners of the structure should be limited to no more than 1/2". By fol lowing the previously recommended earthwork procedures. it is our opinion that a proposed house on this lot would be supported on con t i nuous spread foo t i ngs re inforced wi th stee 1. Where the foundations will be constructed adjacent to freezing temperatures. they should be placed at a minimum frost depth (42"). In unheated building areas. such as garages. we recommend the foundations be placed with a minimum soil cover of 60". FLQQI_ S I ~p_~!tQPorJ. - Jt is our opinion. the newly placed fill system overlying the competent natural soils previously judged competent for structural support should provide adequate support for slab loadings. We recommend a minimum 4" thick cushion of clean free-draining sand be placed just beneath the slab to serve as a capillary moisture break between the slab and the subgrade. This free-draining sand should contain 10% of less material passing the 1200 sieve. Drain Tile - We recommend installing a perimeter drain ti Ie system near the bottom of the foundation walls of the construction. The drain tile shou I d be provided with a means of discharge to remove the collected water. The drain tile could be drained to daylight at Rpproximate elevation 931' if the bottom of footing wa.s at elevation 931' or higher. CONSTRUCTION CONSIDERATIONS We wish to point out that some of the natural soils such as the sandy lean clays and clayey sands are susceptible to disturbance when subjected to construction traffic. especially when wet. In the event that disturbance of the naturally deposited soils does occur during excavation. it will be necessary to extend the excavation deeper to expose competent undisturbed soils. The earthwork equipment used for placing and compact:n~ engineered fill should be carefully matched to the site conditions at the time the work is being performed. The engineered fill should be placed in lifts thin enough so that the entire thickness of each lift can be compacted with the type of equipment being used. CONSTRUCTION OBSERVATIONS AND TESTING Soi 1 conditions may well vary between boring locations. Therefore. we recommend a geotechnical engineer be retained to observe actual site conditions within the excavated areas to review the impact of the::;.e conditions on the design. We also recommend that soil compaction tests be performed at regular intervals during fill placement in the building area. Page five FIELD EXPLORATION PROCEDURES The hand au~er borings were put down with a 1 1/2" diameter tipped auger. As the samples were obtained in the field. they were visually and manually classified by the field engineer in accordance with ASTM:D2487-85. Logs of the borings indicating the depth and identification of the various strata and water level information are attached. Charts illustrating the soil classification procedures are also attached. Wetland Delineation Report June 20, 1996 Number: 96018ME ~ 2116 Marquis Road Golden Valley, MN 55427 TelephoneIFax: (612) 545-0912 ReI Shorewood Site Shorewood, Hennepin County, Minnesota The RCI Shorewood Site is a located in the NW1,4 NW1,4 of Section 33 in T. 117 N., R. 23 W., Shorewood, Hennepin County, Minnesota. The parcel adjacent to and east of Eureka Road, just south of the Nelsine Drive, along the southern edge of a large wetland. Surrounding land usage is residential with the large wetland present. The upland on the site is primarily wooded with open areas and a sanitary sewer line previously installed. Methodology In Minnesota, wetlands are under two jurisdictions: State and Federal. The State jurisdiction is administered by Minnesota Wetland Conservation Act of 1991 (WCA) and the Federal, by the U.S. Army Corps of Engineers (CaE). Starting in 1996, both jurisdictions use the Corps of Engineers Wetland Delineation Manual (Environmental Laboratory, 1987) along with the supplemental guidance provided by the Corps. This manual is commonly referred to as the 1987 Manual. The method used on this delineation is the Plant Community Assessment Procedure of the Routine Onsite Determination Method. The Routine Onsite Determination Forms (located in the Appendix) detail the three technical criteria (hydrophytic vegetation, hydric soils, and wetland hydrology) as described in the manual. The wetland edge is delineated where one, two or all three of these technical criteria drop out. In order to expedite regulatory review, some wetland edges are delineated such that the hydrology criterion is not met below the edge. In some cases the landowner may, at a future time, examine the hydrology more closely by using a detailed hydrology study to more accurately determine the wetland edge. At least one sample point transect crosses perpendicularly each delineated edge. These transects consist of two or three sample points: one above the edge, one below the edge and one along the edge. 1 2 . A documentation form is completed for each of these sample locations. The forms describe the plant community, soil profile colors and soil characteristics, and indications of hydrology at each sample point. Sample points are labeled as follows: SP2-TI-UP 2 = basin or edge number 2 1 = the fIrst transect for this edge (the second is "2") UP = the "UP" transect, "EDGE and "LOW" are the others Plant species on the Routine Onsite Determination Forms are listed using the common names, stratum, and indicator status. The delineated wetland edges are staked with sequentially numbered four-foot lath and "Wetland Boundary" flagging. The numbering typically faces toward the upland side of the edge. In thick areas where lath may be difficult to see, flagging may be tied to the vegetation. Sample points along transects are marked with striped flagged lath. Results The Routine Onsite Determination Forms used for the transect sample points document rationale for edge placement. Ed!?:e Descriptions One edge was delineated on this parcel. This edge is along the southern edge of a large wetland. The National Wetlands Inventory (NWI) map classifIes the large wetland basin as PEMC with PFOIC along the southern edge. The Department of Natural Resources Protected Waters Inventory identifIes this wetland as number 905W. The wetland is dominated by reed canary grass with willow shrubs and jewelweed along the edge. A facultative plant community exists between the wetland and the delineated edge. This facultative community includes box elder, American elm, green ash, and cottonwood trees, common buckthorn shrubs, and groundcover that includes virginia water leaf, wood nettle and garlic mustard. It appears that the hydrology has been removed from this transitional zone (since it was not present). The edge extends south of the parcel in several locations to encompass areas which meet wetland criteria. Overland flow appears to enter the parcel in these areas. . The adjacent upland plant community includes sugar maple and basswood trees, common buckthorn, tartarian honeysuckle, and sraghorn sumac shrubs, and ground cover that includes Canada goldenrod, blackberry, ground ivy, wild ginger, dandelion, downy yellow violet, and thicket creeper. The edge was delineated along the upper limit of marginal hydric soil criteria, along the transition between hydrophytic and non-hydrophytic plant communities. The transitional zone of a facultative plant community was broad in some areas. In these areas the edge was along the upper limit of the facultative community where a topographic break exists, or a shift in vegetation to more non-hydrophytic plant species. The areas below the delineated edge where the plant community is facultative (not strongly hydrophytic), the soils do not have strong hydric characteristics, and hydrology absent to below 18 inches.
