The sales used for the January 2, 1995 Assessment (taxes payable in 1996) occurred between October 1, 1993
and September 30, 1994. Values for these properties that were established for the previous assessment (1 -2 -94)
were compared with the purchase prices to determine what changes were needed to more accurately reflect
market value.
Properties indicated on the enclosed map in the yellow area were physically inspected for the January 2, 1995
assessment. All properties in the city are recalculated every year.
Data from our sales period for this assessment again shows increasing property values in Shorewood and most
other third and forth ring suburbs. Once again the properties under $300,000 have been very popular.

The Local Board of Review can address only questions of "Estimated Market Value" and "Classification" (see
definitions below) for the January 2, 1995 Assessment (taxes payable in 1996). The Board can make reductions
in value not exceed one percent of the current total market value of the City. There is no limit to the change
allowed of individual properties.
Market Value: The most probable price in terms of money which a property should bring in a competitive and
open market under all conditions requisite to a fair sale, the buyer and seller, each acting prudently,
knowledgeably and assuming the price in not affected by undue stimulus.
Classification: The use of a property as defined by state law. The most common classifications apartment,
double bungalow, triplex, commercial, farm, residential homestead and residential non - homestead.
I would like to suggest that we use the following format for the board of review meeting:
1. Have all participants sign in by name, address and property ID #.
2. Allow each person to address the Board in sign in order. In the past it has worked well
to ask each person to limit their comments to 3 to 5 minutes.
3. After testimony, each person should stop at our table in the lobby to sign up for a review
of his or her property if necessary.
4. Set a date for the Board to reconvene and act on the recommendations of the assessor.
5. The assessor and staff will review the necessary properties and a prepare fact sheets on
them prior to the reconvene of the Board.
We have enclosed a book of the sales considered for the current assessment as a reference for you to use at the
Board of Review. PLEASE BRING THIS BOOK TO THE BOARD OF REVIEW!
BOARD OF REVIEW INFORMATION
Definitions and Explanations
Powers of the Local Board of Review: The board may only increase or decrease the market value and/or
change the classification of any properties on an individual basis. The board may also add any properties that
were omitted from the tax rolls. These changes can only be made for the January 2, 1995 assessment/1996 tax
year.
Limitations of the Local Board of Review: The board may make no aggregate changes to the entire
assessment and it is limited to indivdual changes not to exceed 1% of the total market value of the city.
Market Value: The most probable price in terms of money which a property should bring in a competitive and
open market under all conditions requisite to a fair sale, the buyer and seller, each acting prudently,
knowledgeably and assuming the price is not affected by undue stimulus.
Classification: The use of a property as defined by Minnesota Law. The most common classifications are
apartment, double bungalow, triplex, commercial, farm, industrial, seasonal recreational, residential homestead,
and residential non- homestead.
Limited Value: A statutory value that is automatically calculated when the market value of a property is
increased over 10 %. This value can increase either 10% each year or 1/3 of the difference between the current
and previous years' values if that difference is greater than 30 %.
Qualifying Improvements: Used to describe the amount of an improvement under the "this old house" law.
This law allows homeowners of property at least 35 years old (and under $150,000 except in Excelsior,
Hopkins, and Minneapolis which have a $300,000 limit) at the time a permit is applied for to apply and have
certain improvements exempted from taxation for 10 years.
Taxable Market Value: This is the net value used for taxation. It is the market or limited value, whichever is
lower, minus the qualifying improvements. Remember, that not every property will have a limited value or a
qualifying amount.
MOST ASKED QUESTIONS
Why does my market value keep increasing each year? Because properties in your city are in demand in the
real estate marketplace. When values decline it is usually because that market has become undesirable.
What if I think another property is undervalued? You may request, in writing, that the local board of
review have the assessor review that property. The board is required to notify the property owner and then to
direct the assessor to review the property.
Isn't the assessor's value supposed to be lower than the actual value of a property? Minnesota State Law
states that all properties are required to be valued at Market Value. As a practical matter the Minnesota
Department of Revenue and the Hennepin County Assessor's Office require the median sale in a city to be at
93 %; thus one half of the sales are above and the other half are below this point.

Why isn't my value set at 93% of market value? The 93% median sales ratio is a check, done after the
assessment has been completed, to determine if the assessment was correctly done. Your property was valued
on the basis of its location, size, quality and amenities.
Why can't the assessor just raise the values of the properties that have sold and leave my value alone?
The law states that all properties, not properties that have recently sold, be valued at market value. In addition
the State of Minnesota and Hennepin County check the amount the local assessor increases the properties that
have sold, the amount of increase of a random sample of all properties of the same classification and the total
increase of each property type. If these figures do not correspond, the State or County will increase the entire
assessment of that property classification.
My house is worth much more than the average house in the area, but I don't get any more services than
the average homeowner does. Why? By law Minnesota has an Ad Valorem Real Estate Tax or a tax based
on the value of your house, but each property owner is entitled to "equal benefits" under Federal and State Law.
I'm on a fixed income and I am being taxed out of my house! What can I do? The only current relief is the
income adjusted homestead credit which targets seniors and low income homeowners and renters. Apply with
form M 1 PR directly to the State of Minnesota.
How can I change the way property taxes are determined? By contacting your State Senator and State
Representative. All real property tax laws are legislated by them.
When is it all going to end? It will change when and if the law changes. These changes have to be made at
the state level.

We hereby appeal and object to the valuation on the above property for 1996
tax purposes. For 1994 taxes this property was valued at $584,000; for 1995 taxes this
propery had improvements valued at 24,700 and thus a taxable market value of
$608,700. However, for 1996 tax purposes the property been valued at $663,000,
which represents a $54,300 increase. Such an increase of 8% is wholly unwarranted
given that there were no additional improvents and that the market clearly has not
seen such an appreciation. In fact, the market value of homes appears to have de-
clined in the last year with rising interest rates. We respectfully request that there be
no increase in the taxable market value of $608,700 for the 1996 tax purposes.

To Whom It May Concern:
The following are reasons that I feel my property has been excessively appraised:
1. Since the installation of the "dead end" on Christmas Lane, our neighbor-
hood is more readily identifiable with the homes on Mill Street in both
Excelsior and Shorewood which obviously have much lower valuations
than those on Christmas Lake Road. There have been many homes sold on
Mill Street/Wheeler Drive area in the past few years, most selling for
under $100,000. Also, our house is not near the size or quality of the other
homes in our circle.
2. The dead end, itself, has lowered the marketability of the homes in Brand
Circle. We have been told by realtors that this is due to lost ease of
access to Highway V. Also it is an extreme eyesore and has lead to
traffic going through our yards to avoid the dead end. There is nothing like
having tire ruts to add to ambiance of a property! Action was promised last
year but was not forthcoming. Who knows when, or if, this will be ever be
rectified?
3. The condition of our city street. Little or no maintenance over the past 25
years has led to a poor situation, again hurting resale value .
4. Our property backs on Mill Street and have seen the traffic count
skyrocket with the attendant noise, pollution, and safety hazards.
5. Lack of city water. Because of where the original owner situated the well,
our property is not readily upgradeable. The likely areas to add a bedroom
or porch must remain vacant to allow a well, derrick truck access. Also,
because of the poor quality of our well water, we have a laundry room full
of water treating equipment, which would wave a red flag to any
purchaser.
6. The defeat of the recent school bond issue has left our schools over-
crowded which, according to the school board, makes our homes less
desirable to potential purchasers. This was not factored into this
appraisal.
In closing, our estimated market value has been rising each year. For the above
mentioned reasons, we feel that the $7,000 (6.14 %) increase for 1996 is out of line and
inflationary. Our property has some unique situations that are due to actions by the City
of Shorewood and are beyond our control. Therefore we request that you significantly
reduce the amount of increase.

I accept that as a fair value based on, property sales last year.
However, in recent months the City of Shorewood has revealed plans to classify
Vine Hill Rd as a collector street and leave the Vine Hill and Old Market
intersection as a T rather than the planne,-I Y intersection, This would imply
that traffic will be greatly increased when Hwy 62 is completed to Hwy 101.
I believe this will effect any future sales and I would estimate that
property values paved dropped 10-20%. 1 would like my market value adjusted
accordingly,

We disagree with the 1995 market value assigned to our property.
This increase represents an 8.4% increase over last years valuation
which totals a 20% increase in four years.
On May 6, 1994 assessor Lisa Matt visited our home and set our valua-
tion at $122,700. It is unrealistic to believe that the valuation
could increase $10,300 over a few months.
Comparable property is difficult to find, but we refer you to
4700 Fatima Place which is also located on Lake William. The home
is 1800 sq. ft. (48% larger than ours). Their taxes '94 were $421
less than ours. The home sold for $130,000 last year. See attached
information sheet.
Another is 18150 Highland in Deephaven. The home is 1960 sq. ft.
(61% larger than ours). Their taxes for '94 were $215 less than
ours. The home sold for $119,900 last year. See attached information
sheet.
Our home is 1215 sq. ft. and has been maintained, but not upgraded.
We feel this increase is unjustifiable and request a rollback to
our '94 valuation.

Dear Mayor and Council Members:
We would prefer to appear. but due to a previous commitment are
unable to do so and are therefore writing to appeal the 1995 market
value of $334.000.
The 1994 value was $306.000 and the additional $28.000 represents
almost a 10% increase. 1994 inflation was minimal and increased
mortgage rates curtailed new and used home sales. With demand down.
the price of housing during 1994 remained stable and in some
instances declined. Under the circumstances. we question a $28.000
increase in value.
Additionally. based upon information obtained from the tax rolls.
the house appears to be overvalued. Homes at 19625. 19650. 19680.
19735. 19765. 19825 and 19890 Chartwell Hill are valued at less than
either their original purchase price or their resale price. This is
also true for the homes on Old Market Road with two exceptions and
those show only small increases from the original or resale price.
Review of the valuations on Waterford Place reveals much the same
pattern.
Our residence was purchased in 1988 for $267.400. The proposed 1995
valuation represents an increase of $66.000 or almost 25% in less
than seven years. We do not believe that an increase of this
magnitude is justified and respectful I request that this matter be
reviewed and the residence appropr' alued.

I will not be able to attend the hearing on April 5, but wish to
appeal the valuation on my homestead property. I Should have
appealed last year, when the valuation increased by 13%, but I
failed to meet the deadline. This year it increased by 3%, for a
total of 16% in two years.

My home is in need of many repairs which I cannot afford due to
circumstances beyond my control. Garage doors and most windows
need to be replaced. My home does not have air conditioning, as
do most new homes. Some built-in items need to be replaced --
stove, garbage disposal, sink faucets. The kitchen floor is
painted concrete.
My home is built on a concrete slab. Since there is no
basement, all the square footage, including storage, is on one
level. I was told by Lisa in the Plymouth office that homes with
finished, usuable basements, including split levels, are
considered to have fewer square feet than those on one level,
even though there is no basement for storage and furnaces, water
heater, etc.
Lisa also told me that my property valuation increased because
lumber prices had doubled in the last five years. To mej this is
a a poor excuse to raise taxes on already-built homes.
With all the expensive homes and new business being built in
Shorewood, I would think taxes would decrease, given a broader
tax base. Please tell me why they do not.
I am happy to pay my fair share of taxes, but arbitrary increases
are unjust. If and when I sell my home, tax the new buyer on the
sale price. In the meantime, my income having decreased
considerably, let me enjoy living in my home without fear of
having to sellout because of ever-increasing taxes.

Please treat this letter as a formal complaint regarding the assessed property value afmy home located at
6080 Whitney Circle in Shorewood. 18m asking for a re-valuation based tlpon the following analysis.
First, during the years that I have lived at 6080 Whitney Cr, my property tax history is as follows,

The structure wali; built in 1990 with full property taxes beginning: in 1992. The total incnlase in taxea
from 1992 through 1996 (5 years) is 31 % or $1,142. This has clearly outpaced the various inflation and
cost of living indexe.'l. However, I understand that property taxes are based upon market value of the
home.
As a comparison of similar homes, I have researched the houses on Whitney Circle. There are a total of 9
houses all built by Lundgren BlOs Inc. between 1987 and 1990. The sources of my research were two
phone calls to the Assessor's Office (I spoke with David Lyle and Gail) and II visit tu the City of
Shorewood to pullbuildill.{:: permits. David and Gail provided me with t.he 1 996 market vahll:$ for the
Whitney Circle homes and the City of Shorewood research shows the subsequent improvements made by
the owners.
Per the advice of David, J have eliminated the house at 6045 Whitney Circle. This home was sold in a
corporate relocation and is classified as a distressed sale. For the evaluation, I climinated two other
houses on Whitney arcle. The first is at 6085 Whitney Circle and has sold twice in the last 13 month.'l
clearly establishing market value. The first sale was in 1994 for $204,000 and again in 1995 for
$205,000, reflecting an annual increase in value of .5%. The market value for tax purposes is $] 93.000 or
93% oftrue market value. The second home is 6020 Whitney Circle which is valued for tax purposes at
$265,000. This is nOl II comparable home as it is valued at $41,000 higher than the next most expensive
home on Wh;tney CircIe_

current owner's purchase price plus improvements made by the current owner. Over the years the homes
on Whitney Circle have all increased in value from 1 % to 9% with the exception of my house which
incrcllScd 12%. When you factor in the number QfyellTs lived In the home by the current owner, the
values have increased from .3 2% to 1.26% per year with the exception (again) of my house which inCTease
2.7% per year. In both methods of evaluation, my hon'1e has increased at a rate over 3 timos higher than
tbe other houses on Whitney Circle.
J am asking for a revaluation to $194.000. r believe thiJl to be fair when compared 1:0 the other houFle$ for
the reasons as follows,
1. It is cont!listertt with an appraisal perfonned as is pll.I"l ~If our refinancing in 1993. The stated
value on the report is $207,000. Factoring in two years of appreciati on at .5%, which has been
established by the recent sales at 6085 Whitney Circle, brings the tru e market value of my home
to $209,000. Now, take 93% of that number (as was done with 6085 Whitney Circle) and my
calculated tax basis is $194,370.
2. It is consistent with my analysis as provided on the spreadsheet. Please refer to the shaded
portion of the spread.<lh.eet for the adjusted numbers. Note that with a value of $194,000, the
increaRe in value of my home is 4%. fair and consistent when compared to my neighbor!!.
3. It is consistent with past year tax value increases in value both in term,; of do 11 lit increase and
percentage increase, {$ll,OOO or 6% increase in value over 1995). Not.e that all of my
improvements were made in 1993 or before., therefore the increase from 1995 to 1996 should be
based solely upon market value increase and not on improvements made.

we believe the appraised value of $606,000 for 1995 is too high. Especially, when
compared to the sale of the Mathison's house on Pleasant View Road and the sale of the
Horton's lot Our lot is probably the IeasI: desirable lot on the lake. We have no usable
lakeshore. a mlalllot with another house only a few feet away, and no view of the main
lake. Our lot should have significantly less value than the Horton' s.
