No. 36- 117 - 23-13-0026 1994 Estimated Market Value Dear Mayor and Council Members: I am writing to appeal the 1994 estimated market value of $306,000. During the week of May 2, 1994, I received the 1994 real estate valuation notice. Due to my business schedule, I was unable to contact the Assessor until Friday, May 6, 1994. I spoke to Mr. Rolf Erickson, advising him that I disagreed with the valuation, which is an increase of $7,600. I reminded Mr. Erickson that he had visited my home relative to the 1993 valuation, that nothing had changed since that time and that I did not understand how the value could increase. He advised that he recalled the visit to my home, that the change in valuation was due to changes in various valuations factors on the computer program. He advised that he would review the computations and respond to my inquiry. Mr. Erickson called my office at 8:00 a.m., May 11, 1994, to advise that there would not be any change in the assessed valuation. My disagreement with the increased valuation is based upon two factors. One, the age and condition of the house and two, the value of neighboring properties. My residence is six years old and if it were sold today, it would require repairs or a reduction of purchase price. The house needs to be painted, bids are approximately $3,000; the driveway has sunk at the threshold to the garage and has to be repaired at a cost of approximately $1,500; the driveway itself is cracked and has some low spots and although I do not intend to immediately replace it, if the property were listed for sale, it would be a negative; estimates to fully replace the driveway are approximately $3,500; the wood floors on the first floor have to be refinished, the approximate cost is $3,000; and due to water run -off in the backyard, some kind of terracing or drainage system is required. The estimated cost for this is anywhere from $1,500 to $5,000. City of Shorewood Page 2 May 11, 1994 If the property were listed for sale, a willing buyer would not pay $306,000 in light of the foregoing and would either require me to make the noted repairs, or seek a reduction. Secondly, as I have previously noted, 19705 Chartwell Hill sold in 1992 for approximately the same price it did a few years earlier. 19735 Chartwell Hill recently sold for $470,000, although the original sale price was in excess of $500,000. Lastly, the property next door to me, 19735 Chartwell Hill, has been on the market for sale for approximately one year. The price has been reduced on several occasions to the point where the asking price is close to the original purchase price. We purchased this home in 1992 for $222,000. At that time the assessed value was about $214,000. In 1993, the property was inspected by a city assessor and the market value was estimated at $215,600. The assessed value was therefore 97% of the true market value (Le., the price we paid in June 1992). For 1994, the proposed market value for taxation is $233,000. This represents an increase of 6.7% over the 1993 assessment. While home prices have been increasing, I do not believe the value of our home has increased nearly 7% in one year. We have made no improvements to the home since it was purchased. If your office believes that the true market value of our home is $233,000, then the assessed valuation should be set at 97% of that amount, or $226,000. This would represent a reasonable increase over the 1993 valuation, and it would maintain constant ratio of assessed value to actual value. Thank you for your consideration of this request. Values for these properties that were established for the previous assessment (1-2-93) were compared with the purchase prices to determine what increases were needed to more accurately reflect Market Value. Properties indicated on the enclosed map in the yellow area were physically inspected for the January 2, 1994 assessment. All properties in the city are recalculated every year. The real estate market has been very good in the Shorewood area again this year. Houses under $200,000 have been in short supply due to heavy demand. In general houses under $200,000 in value increased more than houses priced over that value. The values of all lakeshore properties were reviewed individually. The Local Board can make reductions in value not to exceed one percent of the current total market value of the City. There is no limit to change of individual properties. Market value is defined as the most probable price in terms of money which a property should bring in a competitive and open market under all conditions requisite to a fair sale, the buyer and seller, each acting prudently, knowledgeably and assuming the price is not affected by undue stimulus. Classification is defined as the use of a property. The most common classifications are apartment, double bungalow, triplex, commercial, farm, industrial, residential homestead and residential non-homestead. My concern is with the lot value, which the assessor said was appraised at $98,000. We recently developed the property (occupancy December 7, 1993) and had to buy out 1/2 interest from another party for the lot. That buyout occurred one year ago. At that time, we contracted with an appraiser to establish estimated market value for the lot, That figure came in at $80,000. Also, prior to the development (when a summer cabin occupied the lot), the lot value on the Hennepin County books was $66,000. Please let me know the next step in the process. The relationship between my home's assessed market value of $385,400.00 to the purchase price of $406,000.00 is 95%. That ratio is excessive in my case. It takes several years for the owner of new construction to "earn- out" the premium that was paid to the contractor for his overhead and operating profit included in the purchase price. To tax new construction at this level is not equitable. Further, I know of many properties through-out Shorewood and the local Christmas Lake area, including refinanced properties and recent MLS sales, where this ratio is closer to 80% and less. I believe an assessed market value for tax purposes of my home would be more realistic at $324,800.00 which is 80% of the current selling price. I received the 1994 real estate valuation notice. Due to my business schedule, I was unable to contact the Assessor until Friday, May 6. 1994. I spoke to Mr. Rolf Erickson, advising him that I disagreed with the valuation. which is an increase of $7.600. I reminded Mr. Erickson that he had visited my home relative to the 1993 valuation. that nothing had changed since that time and that I did not understand how the value could increase. He advised that he recalled the visit to my home, that the change in valuation was due to changes in various valuations factors on the computer program. He advised that he would review the computations and respond to my inquiry. Mr. Erickson called my office at 8:00 a.m.. May 11. 1994. ~o advise that there would not be any change in the assessed valuation. My disagreemen~ with the increased valuation is based upon two factors. One. the age and condition of the house and two. the value of neighboring properties. My residence is six years old and if it were sold today. it would require repairs or a reduction of purchase price. The house needs to be painted. bids are approximately $3.000: the driveway has sunk at the threshold to the garage and has to be repaired at a cost of approximately $1.500; the driveway itself is cracked and has some low spots and although I do not intend to immediately replace it. if the property were listed for sale. it would be a negative: estimates to fully replace the driveway are approximately $3.500; the wood floors on the first floor have to be refinished. the approximate cost is $3.000: and due to water run-off in the backyard. some kind of terracing or drainage system is required.
