ITEM # 5 JUNE 19, 1991 COUNCIL WORK SESSION When considering a Special Assessment Policy the following should be considered. When it comes to "who will pay" there are several possible groups: * those who are requesting municipal water only; * those who receive benefit by being adjacent to the main but do not request it nor intend to hook up; * those served by that particular well - until interconnected; * those on the municipal water system (tack onto water bill) * the City as a whole (general taxes) Now one has to ask who should pay for... * pipe installed in intersections and other non-private property; * hydrants and valves; * the additional cost of oversized mains needed along "feeder" routes; * unusually large lots; * assessments of those already benefited (ie. corner lot with main already assessed along one side). 6/19/91 al . . City Council Work Session June 19, 1991 ITEM # 2 FORMAL ENGINEERING EVALUATION QUESTIONS 1. As our Engineering Consultant, outline your approach to the public information - citizen involvement process. Please indicate techniques that you have successfully used in the past. 2. The Mayor is presiding over an assessment hearing for a water project. To appease the angry property owners, he promised a radical departure from the normal assessment procedure. The crowd is happy with this solution. You're assisting at the hearing and recognize that his promise is technically impossible to carry out. What would you do? 3. You respond to a property owner's complaint about a cracked driveway slab adjacent to one of your projects. When you arrive at the site, you find that the owner has called in a Council member. The Council member asks you what you're going to do about the damage. How would you handle this situation? 4. Define the relationship you envision between yourself and the City Administrator. 5. From what perspective do you approach preparing a feasibility report, do you explore the issue from an engineering perspective? Do you also examine it for financial feasibility? 6. There are several points to be made: * Each of the five member Selection Committee has carefully studied your written proposal. Please do not re-emphasize this material. * Let us know in advance if you will need special arrangements for your presentation (i.e., blackboard, extension cord, screen, etc.). * Please limit your delegation to no more than three. Key staff to Shorewood, such as the main engineer and construc- tion manager must attend. * The Committee will want you to be prepared to describe an an example of a recent City Engineering effort, similar to what you may be asked to undertake in Shorewood. Please be prepared to be specific on charges for services. * Base charge for attending City Council meetings. * Will there be a charge for short telephone conferences? * will the City be charged for travel time? . . * Hourly rate for non-project related work (i.e. planning, staff meetings, etc.). * Hourly rate to get a potential project through preliminary report and hearing. * Project/design engineering (beyond hearing) - to be done on an hourly basis with a not to exceed cap ( % of construction cost - at bid date). Percentage should be delineated by project type (watermain, street reconstruction,etc.). Your interest and energies spent to date are greatly appreciated. Good luck in our interview process. ITEM # 3 DRAFT ATTORNEY QUESTIONS 1) How do you keep track of your legal opinions so they only have to be researched once and can be referenced in the future? 2) Which statement most accurately describes your style... - I'll never give an opinion at a Council meeting when I have no opportunity to research the question. - My job is to give my legal opinion when asked. I will do so even "off the cuff" at a meeting when I have had no chance to research the question. 3) The Mayor is presiding over an assessment hearing for a water project.
